If the chainsaw chain is engaged all the time and won't stop, the clutch assembly might be defective. As the engine speed increases the centrifugal clutch mechanism is supposed to throw the clutch pads out toward the clutch drum and spin the chain. A set of return springs retracts the pads when the engine slows. If the springs are broken or if the clutch pads are sticking they will stay engaged with the clutch drum all the time.
