The cogged belt makes the connection between the engine and the auger, sometimes directly driving the auger and sometimes powering the auger through a gearbox. If the belt is worn out, misadjusted, or broken the auger won't turn. Cogged belts normally have to be replaced once every year or two depending on how much use the snowblower gets.

If the auger hits a rock or other object, the shear bolt is designed to cut in half and fall out in order to protect the auger, gearbox and other components. Gearbox

If the snowblower auger won't turn the gearbox might have failed. The gearbox is located between the two halves of the auger. It has three shafts, one leading back to the drive system, and the other two at 90 degree angles to power the two halves of the auger. If the drive system is powering the main shaft and the sheer pins are good but the two auger shafts aren't rotating, the gearbox will need to be replaced.
